- Applicant must be the customer of record. In the case of a tenant who is the water customer, a Landlord Consent Form must be signed prior to the audit and must be attached to the invoice.
- Water Bill must be in the homeowner's name;
- Household must have current water service and an operable Automatic Meter Reading (AMR) device;
- Arrearage cannot exceed $2,000 unless the household has been referred by the Water Revenue Bureau (WRAP);
- Household income cannot exceed 150% of the federal poverty level.
- Homeowner must agree to the installation of all appropriate conservation devices recommended by the subcontractor.
- No service will be provided to households previously treated in the current program year nor serviced within the last 3 years.
